The phrase is "at least partly responsible", which makes it worsewell, sort of - if the question was "do you believe that the woman was at least partly responsible". But much more likely is a multiple choice: not responsible, partly, equally, mainly, solely.
What that presumably means is that the survey is adding all responses from "partly responsible" together onwards. In that sense, the 33% figure is a little weaker than if it was the respone for just "partly".
