I had already seen this definition hence my use of the words - "theres no absolute definition...". The Home Office website also says that "Some Government agencies and parts of the voluntary sector use slightly different definitions to fit their particular needs".

The HO definition, then is far too broad and backs up my arguement that "domestics" in the colloquial sense do NOT justify police/state intervention.
